In my mind, standardized testing is just a way for schools, towns, states, etc. to compare themselves in how they are doing education wise. Standardized testing really only measures a teacher's ability to teach what will be on the test and student's ability to retain that information. Education should be based on teaching life skills that will help students in college and in their career. Though because we must teach around these standardized tests, making education somewhat standardized, we lose the skills that we need to assist us in everyday life.

Easy. Pick the lowest common denominator of students in any number of subjects than create a test that that those same students can achieve the minimum necessary 'passing' grade. Then every student takes that same test and exceeds expectations. The higher ups then get to say, look, most students are well educated so we can cut school funding further because obviously we are wasting money since the next generation just happens to of been born smart enough on their own. The kicker is that the society, over time, gets strategically dumbed down so even with the lower standards everyone still feels really smart and good about themselves.
