Why is it ok to kill weeds but bash on someone who picks a beautiful flower?

Today, at the Dallas Arboretum, a little boy got yelled at by a staff member for picking a tulip. There are millions of tulips there. No lie. I know those are the rules, but he's five and he didn't know. Why is a tulip so much better than a weed? They're both plants. Inanimate objects with no thoughts or emotions. Who gets to decide what's pretty or not? Is this a metaphor for life, where the pretty people are treated better than the plain ones? Who decideds who's pretty and who's plain?
