A lot of my favorites weren't really short-lived, but actually very popular.
One cartoon that I remember is Sheep in the Big City. I loved that show, but I don't think it lasted very long. Also, Late Night Black and White was a good cartoon. It showed a bunch of modern original cartoons, only they were black and white instead of color. I loved that.
Ah. The 90s. I might have to move to Portland.

I loved all the old Hannah Barbarah cartoons. "Tom and Jerry", a cartoon that you could never show kids today and turns cartoons like "Sponge Bob" and "Phineas and Ferb" and turns them into fecal matter; "Wacky Races", with d**k Dastardly and his laughing dog with emphasema, Muttley; Hohnny Quest; and even the borderline racist ones, like "The Harlem Globetrotters" and "The Chang Gang". They don't make 'em like that anymore.
