Seems like you're mixing traditions there. Religions that believe in reincarnation don't tend to believe in the western concept of heaven.

I heard somewhere that there was an evil galactic warlord named Xenu, who exiled a bunch of alien souls to Earth, then blasted them out of volcanoes and reincarnated them as people.

That's not exactly accurate, but the goal of Buddhism is to escape the cycle of rebirth which you refer to. Under this belief, a human incarnation is a highly favorable one. The idea is that we have progressed to this point after living in other forms. Now, it's up to us to use this gift to help others stop coming back as well.

Long story short - you can sin and still stop being reborn as human. It is possible, within this life, to become enlightened and then attain nirvana. Then when you die, well, I'm not exactly sure what's next...
But in Christianity, priests often perform "last rites" on someone who is near death. The purpose of this, as I understand, is to allow the person to pass on with a "clean slate", absolved of sin, improving their chances for heaven.

That is a belief among Hindu's. It's really more just saying you get out of things that you put in. I'm no expert on reincarnation but you can take one of two paths in your human life. A higher path would set you on the course for heaven which is eternal bliss while doing things that fall to your more animalistic or 'base' nature sends you backwards to become for example, a snake slithering on your belly or even lower. That's kind of the idea and being human is just one of the stage of reincarnation so from here you can achieve a higher form after death or suffer through a lower form until you re-achieve a human form. Something like that.

This is absolutely true. I, for instance, was a mayfly in my previous life, having fallen into this one after a fatal accident involving a screen door and a falling bucket of celedon oil paint. Using calculations based upon my dietary habits, the number of times I have masturbated, and my propensity for using naughty language, I have determined that my next incarantion will either be a cockroach housed in a Spam factory or a Republican congressman from Arkansas.
