Well, depending on who the 'we' in your question is, I think that middle class, materialist North America has much more in common with the Capitol than it does any of the Districts.

Most of the world , especially the poor countries do fine with no or little electricity . I have a kerosine lantern in my place in case of a blackout...used it once a few years ago.

With my neighborhood completely dark , somehow it was very peaceful . Also , I put my perishables in the back in the snow and cooked on a barbeque grill .
I think we would have to adapt but would do just fine .
We would loose the internet but I'd think we could start sharing with and getting to know our neighbors .
Create a cooperative community .

haven't read the books, so IDK about the capitol thing. as far as doing without electricity...have done..at least on a short term basis....wasn't pleasent, but then I think about my ancestors who had no electricity and they seemed to do okay. I suppose its all what one gets accustomed to. and there are people today who survive without electricity and running water. I'd rather not

I reckon you would need to be seriously armed, stocked and off grid as a small community/family as well as adept at providing your own food, to stand a chance of having a new generation survive from your successful survival...

As long as we are fear mongering, just because you can live without electricity doesn't mean you aren't going to die and probably a lot sooner than you would with electricity.
